WHO wants changes to tobacco tax policies
The government should increase the tax rate on rollyourown tobacco product to reduce the number of smokers who turn to cheaper products because of high taxes on manufactured cigarettes, experts suggested. In the short term, the government should increase taxes for all tobacco products, Ayda Yurekli, a tax economist at the World Health Organisation, said yesterday at a seminar cohosted by the Excise Department of the Finance Ministry. She said an increase of current excise tax from Bt0.001 per gram to Bt0.01 per gram could lead to a tenfold increase in tax revenue. It would also increase retail prices by 4 per cent and decrease demand by 1.7 per cent. A growing trend I’ve noticed in the entertainment world is the never ending cycle of lobbyists who have cultivated the art of being offended into an otherwise lucrative not-for-profit business. Ministry of Health Seeks Evidence to Legalize Electronic Cigarettes
It seems that the long running debate between pro-electronic cigarettes and the Ministry of Health is finally on the verge of getting resolved. As per reports, Ministry of Healthhas finally blinked to address the persistent issue of using e-smoke as a safe option against tobacco. The pro-reproductive health bill lobby group obviously has a huge public relations war chest amounting to millions. The fact alone that they can afford to go into TV advertising is a clear indication of this. I have not had the time to watch television lately but in the few times that I did, I was able to see that professionally produced and slick ad featuring one of the principal reproductive health bill advocates, senatorial wannabe Risa Hontiveros-Baraquel. Now those TV ads are expensive to produce and even more costly to show. I heard that the average cost of a 30-second ad on primetime is P500,000. It would be interesting to know who is funding those expensive TV ads of Hontiveros-Baraquel. Tobacco packaging could savage business, retailer says

Do Menthol Cigarettes Taste Too Good to Be Legal?
Last week The New England Journal of Medicine published a point/counterpoint about menthol cigarettes, the subject of a recent report from the Food and Drug Administration’s Tobacco Products Scientific Advisory Committee. Call to categorise e-cigarettes
A distributor of electronic cigarettes in New Zealand says they shouldn’t be classified as tobacco products. E-cigarettes are battery powered and give the illusion of smoking, but contain a cartridge which emits water vapour rather than smoke. The Ministry of Health has made recommendations relating to electronic cigarettes on the Smoke-free Environments Amendment Bill, which will be considered by Parliament. In its report, it says “as the e-cigarette delivers only nicotine in a mist… without the other 4,000 or so other chemicals in tobacco smoke, it is far safer than smoking.” Among its proposals, the Ministry says e-cigarettes that contain nicotine should be regulated as a tobacco-related product, rather than as a medicine. State vows to collect taxes on Indian reservation cigarette sales
Gov. Andrew Cuomo’s office said the state will immediately start collecting cigarette taxes on cigarettes bound for sale at Indian reservations.A federal appeals court ruled today that Indian tribes can’t halt New York state’s efforts to collect taxes on cigarettes sold by tribes. The three-judge panel ruled unanimously that the tribes have not proven that the state’s regulations put into place last summer would violate tribal sovereignty. Court: NY can begin collecting cigarette sales taxes from reservations
Approximately $500,000 per day could be flowing into state coffers following a court ruling Monday in the ongoing battle over the state’s ability to collect taxes from cigarette sales made on Indian reservations, according to Attorney General Eric Schneiderman. “The decision closes an enormous tax-evasion loophole that was depriving New York of hundreds of millions of dollars in tax revenue,” said Schneiderman, following a federal Court of Appeals decision that vacates an injunction placed by lower courts forbidding the state from requiring the tribes to collect the taxes. Feds abandon appeal in Kansas tobacco tax case
The federal government is dropping its case against a Kansas tobacco wholesaler and several others accused of trying to avoid paying $25 million in cigarette taxes to Indian tribes and the state of Oklahoma. A judge in Wichita had dismissed the indictment in December. Last week, the 10th U.S. Court of Appeals granted the Justice Department’s request to drop its appeal of that ruling. U.S. District Judge Monti Belot had tossed out the 2008 indictment as unconstitutionally vague. Belot said the case was based on the government’s opinion and not on any federal, Kansas or Oklahoma statute. The 43-count indictment named eight people including Gary Hall, president and owner of Galena-based Sunflower Supply Co. Imperial Tobacco hikes dividend, launches buybacks
Cigarette maker Imperial Tobacco ,said today that group sales growth was driven by a strong performance in emerging markets outside the EU, with tobacco net revenue up by 2.7% and adjusted operating profit up by 3.8%.Combined volumes of global cigarette brands Davidoff cigarettes , Gauloises Blondes cigarettes and West were up 5%, JPS cigarette volumes were up 16% and fine cut tobacco volumes rose 5%. Luxury handmade Cuban cigar sales were up 16% in non-EU markets, while Snus volumes rose 19%. Revenue of £13.701bn for the half-year to end-March was up 2% on the prior year period. Argentina bans electronic cigarettes
Argentina on Monday banned the import, sale and promotion of electronic cigarettes, saying there is no proof they help smokers kick the tobacco habit. The government agency that regulates pharmaceuticals and food issued a blanket ban for the devices in a statement. The plastic cigarettes function as mini aerosols, releasing artificial smoke with or without nicotine. Manufacturers say the cigarettes are not harmful to the smoker or people around them — a claim health experts reject.
